In Delhi, birth and death certificates are issued by local bodies such as the MCD, NDMC, and Delhi Cantonment Board within seven days of receiving an application from the applicant, assuming that the birth or death has already been registered. After the registration procedure is finished, a single copy of the Birth and Death Certificate is supplied to the informant free of charge. Consecutive copies of the Birth and Death certificates are available for Rs 5 each copy, with a fee of Rs 2/- for a single entry in the current year and Rs 2/- for each additional year searched. The certificates are issued by the local entities’ registration centers/Zonal Offices.
Every birth and death must be reported and registered in the prescribed reporting forms within 21 days of their occurrence. The following individuals must record a birth or death:
(a) When the Birth / Death has taken place in a house. | Head of the house or nearest relative of the head of the House or oldest person in the family |
(b) When the Birth/Death was taken place outside the house | |
(i) In a Hospital/Health Centre, Maternity Home or other like institutions | Medical Officer Incharge or any officer authorised by him. |
(ii) In a Jail | Jail Incharge |
(iii) In a Hospital, Dharmshala, Boarding House etc. | Person Incharge |
(iv) In a Moving Vehicle | Person Incharge of the Vehicle |
(v) Found deserted in a public place | Headman of the Village/Incharge of the local police station |
In Delhi, different local bodies have distinct registration centres. The following are the details as they pertain to the local body’s jurisdiction:-
MCD (188 Centres – Urban : 137 and Rural : 51)
The Registrar of Births and Deaths is the Deputy Health Officer of each Municipal Zone. Sub Registrars are either immunisation centre vaccinators or paramedical employees from Health Centres/Sub Centres.
(a) Domicilliary Cases
(i) In an urban region, registration of births and deaths that occur at home is done at the local immunisation centre.
(ii) In rural areas, vaccinators or paramedical professionals register births and deaths that occur at home. In rural locations, Registration Centres can be found in Primary Health Centres, Dispensaries, and Mother and Child Welfare Sub Centres.
(b) Other Cases
Births and deaths that occur in hospitals, nursing homes, and other institutions are registered at the MCD Zonal Office where these institutions are located.

The Vaccination Centre in the NDMC area is where births and deaths are registered, whether institutional or domiciliary. Each vaccination center’s vaccinator has been assigned the title of Sub Registrar. The Medical Officer in Charge of the International Inoculation Centre on Mandir Marg has been named Registrar of Births and Deaths for the whole NDMC territory.
Registration of Birth/Death (institutional/domicilliary) is done at the Cantt. General Hospital Registration Centre.
In the case of a moving vehicle, registration of births and deaths will take place at the registration centre in the location of the vehicle’s first halt.
Which papers/documents/fees should I bring?
- Application on a plain paper.

What factors will be utilised to make a decision in my case?
A draft order is created after receiving the completed application and delivered to the competent police station for verification. (However, when a birth certificate is requested based on a school leaving certificate specifying date of birth, no such verification is required.)
An order for birth/death registration is issued to MCD after getting a positive verification report from the police station.
When will I receive a reply?
Normally, you should receive a response within 21 days.
