As part of Delhi’s long term goal of combating air pollution and enforce environmental regulations Delhi’s government is making all necessary steps to enforce the ban on refuelling end-of-life vehicles.
What are End-of-Life Vehicles?
These are the vehicles which have crossed their legal age of limit including Petrol vehicles that are more than 15 years old and diesel vehicles more than 10 years old.
Enforcement steps include:
- Refuelling Ban: To implement this directive, Fuel stations will be prohibited from refuelling these end-of-life vehicles.
- Enforcement teams at Fuel stations: As per senior official, the teams from Municipal Corporations of Delhi (MCD) and Transport Department, Traffic police would be deployed at fuel stations to monitor the implementation of this policy.
- Action on End-of-life Vehicles: These teams of Delhi government will identify these end-of-life vehicles that are beyond their permitted lifespan. Just to show how serious Delhi government is regarding this policy – that the Standard Operating Procedures (SOP) issued to the petrol pump owners clearly mention that if the End-of-life vehicle is identified , the action includes – Impounding and disposal in accordance with Registered Vehicle Scrapping Facility (RVSF) Rule and as per Guidelines issued by the Transport Department.
- According to the sources, around 200 teams have been formed and agencies are confident to cover at least 90% of the fuel stations in Delhi to enforce this policy.
Preparedness
Fuel stations are also told to submit the list of violating vehicles to the Commission for Air Quality Management (CAQM) and the Ministry of Petroleum and Natural Gas on a weekly basis for further action.
As per a directive from the Commission for Air Quality Management (CAQM), starting from July 1 – all End-of-life Vehicles (which includes petrol vehicles more than 15 years old and diesel vehicles more than 10 years old) will be prohibited from refuelling in Delhi. This is regardless of whichever state the vehicle is registered. Important to note that there are 400 petrol pumps in Delhi and they are being instructed to train their staff on the CAQM regulations and proper procedure for saying No to End-of-life vehicles.
Also, Standard Operating Procedure (SOP) issued by Transport Department mentioned that fuel stations must display a mandatory notice that reads:
“Fuel will not be dispensed to End-of-Life Vehicles – i.e. 15 years old petrol/CNG and 10 years old diesel w.e.f. 01.07.2025.”
The Delhi Transport Infrastructure Development Corporation (DTIDC) will ensure that the Automated Number Plate Recognition (ANPR) system is properly installed at petrol pumps in Delhi and functioning properly. This ANPR systems are designed to automatically record and display the registration numbers of all vehicles entering fuel station premises, which will further help to enforce the policy of denying the refuelling to the End-of-Life vehicles.
In order to make sure all stakeholders and related entities are well informed about the new rule / directive – DTIDC has also been directed to spread the awareness across multiple platforms – including FM radio, print media, direct communication with fuel stations – so that all stakeholders are well informed about the new rules.
Besides all these preparedness activities the department of transport will also deploy monitoring teams to seek immediate legal action to submit the list of violating fuel stations to CAQM who fail to implement this policy and take punitive action under Section 192 of the Motor Vehicles Act, 1988.
