APPLICANTS OF Delhi Development Authority's (DDA) 'housing scheme 2008' have demanded immediate cancellation of the draw and a Central Bureau of Investigation probe into the whole affair.

Miffed applicants are also demanding that DDA pay eight per cent interest on the deposit amount of Rs. 1.5 lakh to all the unsuccessful applicants.

They have formed an association - DDA Flat Applicants Association to voice their opinion about the draw that took place on December 16.

"First they hyped up the housing scheme to such an extent that lakhs of people applied, and now we have the rigged draw, which has allotted houses to a chosen few Meanwhile, the Authority has not returned the deposit of the unsuccessful candidates. It should give us all an interest on that amount," said Ritesh Dewan, an applicant.

More than 12.64 lakh applicants had applied for the flats and DDA was supposed to return the deposit money of Rs. 1.5 lakh to unsuccessful candidates by December 31. However, a number of them have claimed that they are yet to receive the amount.

While the news of the suspected scam in allotment of DDA flats caused outrage among those who missed out, there is now some bad news for the lucky ones who made it.

The Union urban development ministry is toying with the idea of cancelling the entire draw if the inquiry proves that the alleged foul play was more widespread than is presently being suspected. Minister of state for urban development Ajay Maken said: ‘‘We have asked the DDA vice-chairman to submit a report to us. We will not allot even a single flat if there are doubts about its allotment. None of the flats where there are allegations of foul play will be allotted. In case the police inquiry shows that there are a very large number of flats where such rigging happened, we will scrap the entire process.’’

According to Times of India, they had first reported on Saturday that the economic offences wing of Delhi Police had begun an inquiry into allegations by Udit Raj, chief of All India Confederation for SC/ST Organisations, that the allotment process of 1,200-odd flats in the reserved category had been rigged.

Asked if allottees of the other 3,800-odd flats too may need to wait longer, Maken said: ‘‘We are taking it very seriously. No allotment can happen before these doubts are cleared.’’



Important News: Probe begins in DDA scam
Days after media reports questioned the allotment of houses under the DDA-mega housing scheme, Delhi Police on Sunday swung into action asking a detail report from the concerned officials.

The Economic Offences Wing of Delhi Police has also asked for the complete draw list, which according to reports, has the names of fictitious individuals - a possibility of housing scam by property dealers in connivance with bank agents and DDA employees.

There are possibilities that such scheming group could have targeted flats reserved especially for SC/STs under the false names of Rajasthan villagers.

Reportedly, cops have also quizzed a Charted Accountant of Chandigarh in connection with the case.

The recent DDA housing scheme has come under the scanner with reports challenging the transparency of the entire ‘lucky draw’ scheme. According to official records, out of 5.12 lakhs applicants, through a random draw, DDA selected 5,010 winners.

Interestingly, in one case, some people living in Rajasthan in different tehsils and different houses share the same mobile number. In other case, four people allotted home under DDA scheme do not have their numbers in internal database.

DDA flats results have been declared, close to over 5,000 flats have been allotted

After hours long congestions, the applicants of DDA Housing Scheme can now view their draw results at the official websites of Delhi Development Authority:

The results will also be published in major newspapers tomorrow. So even if you fail to find the result today, you can see the results in the morning newspapers.

We received so many mails and calls all through the day regarding the draw results and complaints about the DDA website. We have done everything we could do to help the applicants who had tough time finding the result.  

It was a long day waiting for the applicants of 5,000 flats where people waited for the computerized draw results. People gathered at Vikas Sadan had mixed responses, some were lucky to have their names in the list but some had to go back disappointed.  

The process of lottery which began at 12 noon was followed by protests and slogans from hundreds of people gathered at the DDA office. People were angry over DDA not showing live process of the draw, as announced earlier. But people were not allowed to enter inside the building and asked to check the results at 3 PM onwards on the DDA’s website.

The flats whose number is close to 5000 are built in some of the posh localities of Delhi like Dwarka, Rohini and Vasant Kunj. The prices range from 7 to 77 lacs.

The fate of 5.67 lakh applicants, all hoping to win the opportunity to own a DDA flat, will be decided on Tuesday (16-Dec-08). The draw of lots for the 5,010 flats up for grabs will be held at noon.

In an attempt at transparency, the computerized random draw of lots will be carried out before a jury comprising senior bureaucrats, professors from IIT and experts from the media. The results will be available on the DDA website from 3 pm onwards and the results will also be published in some newspapers.

In a mad rush to own a home, the DDA offer of 5010 flats had attracted over 7.5 lakh buyers of application forms. About 5.67 lakh forms came back to DDA at the final count. Further, not too many forms were rejected after scrutiny.

Out of the 5,010 flats, 352 are three-bedroom units, 889 are two-bedroom ones, 3,231 are one bedroom flats, while 286 are expandable. In space-starved Delhi and amidst skyrocketing property prices, these flats will be available in areas like Vasant Kunj, Rohini, Dilshad Garden, Paschim Vihar, Motia Khan, Dwarka and Pitampura.

At a time when property prices and escalating EMIs have made the dream of owning a house in the Capital a distant one, these flats would cost anything between Rs 7.2 lakh and Rs 77 lakh.

According to DDA, 60% of these flats are new constructions. The rest include flats that were either allotted to the government and have now been vacated or the ones which have been surrendered owning to non-payment by the allottee. There are also those which were under construction for some time.

DDA Housing Scheme 2008 is the 43rd such scheme by the authority. The first housing scheme was launched by DDA in 1968. Then it was an open ended general scheme where the applicants were registered and as and when the flats were available, the DDA alloted them through a manual draw of lots. This general pattern continued till 1999 when the first one time scheme was launched wherein one time allotments were done and the unsuccessful registrants were returned their deposit.

According to senior DDA officials in the housing department, the general scheme was discontinued as it was creating a backlog of pending registrants who were awaiting allotment for long. Since 1999, DDA has been following the first one time allotment scheme. DDA has allotted 3,71,215 flats in all categories under the 42 schemes launched till 2007.

There are 3,231 one-bedroom flats. The cheapest in this category is in Narela Sector 9A and carries a price tag of Rs 7.20 lakh while the costliest is in Dwarka's Sector 18B and would cost around Rs 24.80 lakh.

DDA is expecting a big turnout this time considering that in 2006 when it had put up 3000 flats on sale, there were 1.90 lakh applications.

Of the 5,000 flats, 28 per cent are reserved for various categories, including 17.5 per cent for SCs, 7.5 per cent for STs, one per cent for war widows, another one per cent for physically challenged and one per cent for ex-servicemen.

"Till date DDA has allotted 3,71,215 flats of various categories under 42 schemes. On Monday it will throw open the application process which will continue till September 16. The DDA hopes to declare the result through a computerised draw of lots after three months from the last date of application,'' director, press and information, DDA, Neemo Dhar said.

Among the areas where the flats are available are Shalimar Bagh, Jhilmil, Narela, East of Loni Road, Nand Nagri, Peeragarhi, Sarai Khalil, Lok Nayak Puram, Bindapur and Zafrabad. The size ranges from around 39.39 sq metres plinth area in Rohini Sector 18 to about 158 sq metres plinth area in Motia Khan.

Real estate observers said some people would get really lucky. "The rates beign offered in Pitampura, Dwarka, Vasant Kunj and Rohini are almost 40 per cent less than the market rate. The average rate per sq metre comes to around Rs 3000 while the market rate at which private developer sell at most of these places is around Rs 6000-7000,'' said experts.

According to DDA officials, the increase in cost of flats over 2006 when 3000 flats were sold is not more than 25 per cent. "DDA flats are cheap because there is no profit to be made,'' an official explained.

In 2006, DDA had put up 3000 flats for sale in areas like Rohini and Dwarka and the costliest was around Rs 38 lakh in Dwarka. This time it's Rs 77.80 lakh for a flat in Motia Khan. It's because of its size and location.

The applicant has to be an Indian citizen, holding a PAN card, and should not have any previous flat allotted. He/she can submit only one application. There's no income upper limit. Only one member of a family can apply

How to register
You need to deposit Rs 1.5 lakh, along with the form. DDA will refund this registration amount within a month of the draw if the applicant fails to qualify Selection process. DDA will scrutinise forms within three months of the last day of application. It will hold computerised draws to declare the results
